Honouring Our Journey

2025 Holiday Greetings from the Line 3 Indigenous Advisory and Monitoring Committee Co-Chairs
As we wrap up 2025, we would like to take a moment to celebrate the milestones we’ve achieved together as partners of the Line 3 Indigenous Advisory and Monitoring Committee (IAMC), and to acknowledge the unique spirit of collaboration and cultural grounding that guide us every step of the way. This year was inspiring to see this partnership advance First Nations and Métis-led monitoring and oversight of federally regulated pipeline projects.
A few highlights from 2025:
- Updating our Terms of Reference for the first time since 2017, expanding our vision beyond Line 3 to all Canada Energy Regulator (CER) regulated projects in the Enbridge corridor.
- Delivering Training for Indigenous Regulatory Involvement (TIRI) and land-based learning opportunities–setting a national precedent for Indigenous-led monitoring and capacity-building.
- Hosting our Line-Wide Gathering in Winnipeg, where over 135 participants from 27 First Nations and three Métis Nation governments came together in February to share knowledge, celebrate culture, and co-create a vision for the future of Indigenous regulatory authority.
- Advancing the Management Response Action Plan (MRAP) and launching the KPI Working Group to ensure accountability and success measures reflect Indigenous priorities and perspectives.
- Providing advice to government and the regulator on regulatory reform, including contributions to the CER’s Onshore Pipeline Regulations and Filing Manual review, ensuring Indigenous perspectives shape Canada’s regulatory future.
These achievements were deeply influenced by the wisdom and guidance from Elders. Elders provided the opening and closing of all of our gatherings in a good way, grounding our work with spirit and culture. We also honour knowledge keepers and the youth who continue to inspire us to think boldly about the future.
We are grateful to the representatives and leadership from Line 3 impacted Nations who continue to engage, participate and inform our work. As Line 3 IAMC Co-Chairs, we want to take this opportunity to thank you for your commitment, dedication, leadership and the heart you bring to this Committee–we couldn’t do this work without you.
Looking towards 2026, we are excited for the journey ahead in a number of important areas of work for the Line 3 IAMC including emergency management planning and land-based training opportunities funding for impacted Nations, regional engagement sessions in Spring 2026, our annual Line-Wide gathering in Fall 2026 and other exciting announcements coming in the new year.
In closing, we hope this holiday season may bring peace, joy, and time with loved ones. We look forward to continuing this important journey together in 2026.
Warm regards,
Richard Aisaican & Anita Kuipers
