Intent

The Line 3 IAMC is seeking an Engagement Strategy Consultant to support the development, implementation and evaluation of a five-year communications and engagement strategy. The Consultant will be responsible for establishing a communications plan to engage impacted First Nations and Métis Nation Regions in the work of the Line 3 IAMC, as well as building stronger intergenerational relationships through meaningful participation of Elders, leadership and youth in Line 3 IAMC events.

Background

The Line 3 Indigenous Advisory and Monitoring Committee (IAMC) is a partnership between First Nations, Métis governments, Natural Resources Canada, and the Canada Energy Regulator. Its mandate is to integrate Indigenous knowledge and perspectives into monitoring, safety, environmental protection, and emergency response along the Enbridge Corridor, while strengthening trust, transparency, and Indigenous participation in oversight.

Scope of Work

The selected Engagement Strategy Consultant will:

  • Design and develop a long-term comprehensive five-year communications and engagement strategy with input from the Line 3 IAMC and its subcommittees to increase engagement and participation of the impacted First Nations and Métis Nation Regions on the work of the Line 3 IAMC. The strategy should include (but is not limited to):
    • Communications and Engagement Plan
    • Implementation Plan
    • Evaluation Plan
  • Present drafts and report on the progress of the strategy to the Line 3 IAMC.
  • Provide advice and guidance upon the design, implementation and evaluation of the strategy.
  • Develop an evaluation template and provide tools to report on the outcomes effectively and efficiently. 
  • Work closely with Line 3 IAMC Program Coordinators, Secretariat staff and others (as directed by the Committee) to design, implement and/or evaluate the communications plan.

Consultant Requirements

The consultant (i.e., individuals or organization performing the work) must demonstrate:

  • Experience working in complex, multi-party environments involving governments, regulators, and Indigenous communities.
  • Understanding of and sensitivity to Indigenous cultures, governance, and engagement protocols.
  • Strong collaboration skills and ability to work within a co-development framework.

Preference will be given to First Nations or Métis individuals or Indigenous-owned firms or consultants who have previously worked with the Line 3 IAMC and maintained a positive working relationship.

The target start date is December 2025 to prepare for Engagement Sessions starting in Spring/Summer 2026.

Proposal Requirements

Interested applicants should submit:

  1. Cover Letter (max 2 pages) outlining your understanding of the project, proposed approach, and alignment with IAMC values, as well as and how your skills and values align with the work. Along with your experience in communications and Indigenous engagement.
  2. Work Plan with proposed timelines and milestones for the delivery of: 
    • Communications and Engagement Plan;
    • Implementation Plan; and
    • Evaluation Plan.
  3. Team Qualifications – resumes/CVs of key personnel. 
  4. Relevant Experience and References – at least two examples of similar projects, with references. If you have already worked in partnership with the Line 3 IAMC, please summarize here.
  5. Budget – detailed cost breakdown by phase/activity, including professional fee structure or hourly rate.
  6. Availability – confirmation of ability to meet the timelines for all key initiatives.

Timeline
