Intent

This call for Expressions of Interest (EOI) is for a Manager of Operations for the Line 3 Indigenous Advisory and Monitoring Committee (IAMC). The contract runs from the time of the employment offer (likely Winter 2026) to March 2027 with a possible extension. The role is remote, with regular domestic travel in Canada (mostly across the Prairies).

In alignment with the Line 3 IAMC’s commitment to support underrepresented communities, preference may be given to applicants who are First Nation or MĂ©tis.

About the Line 3 Indigenous Advisory and Monitoring Committee

The Line 3 IAMC supports Indigenous inclusion in the oversight of the Enbridge Line 3 Replacement Project by bringing together Indigenous representatives and federal partners to collaborate on monitoring, environmental protection, emergency response, and regulatory processes.

The IAMC voting membership is 16 First Nations and MĂ©tis government members, one representative each from the Government of Canada and the Canada Energy Regulator. Together, they provide oversight of the completed Enbridge Line 3 Replacement Project. The First Nations and MĂ©tis members are selected by their leadership and represent 109 Indigenous communities located along the pipeline route. The Line 3 IAMC is dedicated to improving and contributing to transforming the regulatory system governing energy projects in Canada, while incorporating First Nations and MĂ©tis perspectives and interests.  


About the Role

Reporting to the Indigenous Co-Chair, the Manager of Operations plays a key leadership role in the day-to-day coordination, administration, and delivery of the Committee’s multi-year work plan.

This position oversees the IAMC’s internal operations, budgets, and Caucus Coordinators, while working closely with the Caucus members, Subcommittees, and the NRCan Secretariat to ensure that Committee priorities are implemented efficiently, transparently, and in a timely manner.

The ideal candidate will be a strong communicator and relationship-builder, with experience managing collaborative, multi-partner initiatives.


Key Responsibilities (but not limited to)

  • Lead day-to-day operations, supervision, and support of the IAMC Indigenous Caucus Coordinators, including one Administrative Assistant and three Program Coordinators.
  • Provide strategic advice in support of the Line 3 IAMC and ensure operational alignment with IAMC’s Terms of Reference, annual work plans, and contribution funding agreements.
  • Work closely with the Secretariat team and its manager to facilitate horizontal coordination and communication across all Committee and Subcommittee business.
  • Provide advice and support to the Indigenous Co-Chair and Caucus decision-making processes by overseeing governance processes, including preparation of agendas, records of decision, action trackers, and follow-up for IAMC Committee meetings, Caucus meetings, subcommittee meetings, and working groups.
  • Co-manage systems for information management, document control, and progress tracking.
  • Co-manage budgets, financial tracking, and reporting in partnership with the Contribution Agreement holder (Naut’sa mawt Tribal Council) and NRCan Secretariat to support sound stewardship and transparency of expenses in the Line 3 budget.
  • Support planning and delivery of Committee meetings, lead in the coordination of indigenous Caucus meetings, and direct the engagement activities as required in collaboration with partners.

What We’re Looking For

Please clearly demonstrate in your application how you meet these essential qualifications, education, and assets:

Qualifications

  • Minimum of 7 years of relevant experience in operations, project management, or organizational leadership.
  • Experience leading and managing collaborative, multi-partner initiatives, projects or activities.
  • Experience working with or for Indigenous governments, organizations, Nations, or communities, ideally in energy, environment, or governance contexts with collaborative decision-making.
  • Experience building and maintaining effective relationships with a range of partners, such as Indigenous Nations or communities, government departments, regulators, Non-Government Organizations, Non-Profit Organizations or industry groups.
  • Proven ability to proactively manage staff, budgets, and contracts.
  • Excellent communication both in speaking and writing, organizational, and problem-solving skills.
  • Awareness of issues that affect Indigenous communities related to energy and natural resource development, including how Indigenous knowledge is used and protected.
  • Knowledge about governance structures in Indigenous Nations. 
  • Proficiency in using the Microsoft Office Suite (e.g., Word, Excel, Outlook, PowerPoint) and Google Suite (e.g. Google drive and document management), Zoom and MS Teams (for virtual meetings and co-work).

Education

  • Post-secondary education in Indigenous governance, social or environmental sciences, business or public administration, or a related field from a recognized college or university.
  • A demonstrated equivalent  combination of education and experience will also be considered.

Assets

  • Experience working in the context of Indigenous-Crown relationships and Section 35 rights.
  • Familiarity with federal contribution funding models.
  • Understanding of the priorities related to the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) and the Truth and Reconciliation Commission’s Calls to Action in the context of natural resource development, Indigenous self-governance, and the Government of Canada’s commitment to reconciliation.

Working Conditions

  • Ability to work full-time (37.5 hours per week) during core business hours.
  • Willingness to occasionally work or travel evenings or weekends when needed.
  • Ability to join teleconferences, videoconferences, and in-person meetings as required.
  • Willingness and ability to travel within Canada (mostly in Alberta, Saskatchewan, Manitoba).
  • Hold a valid driver’s license and have access to a working vehicle.
  • Have general liability insurance coverage.
  • Ability to organize and reserve your own travel according to the National Joint Council Travel Directive.
  • Agreement to follow all Line 3 IAMC internal policies and governance structures.

Agreement to follow any contracting requirements set by Naut’sa mawt Tribal Council as directed by the Line 3 IAMC.


Contract Rate

The successful candidate will be offered a service contract ending on March 31, 2027. The contract rate is based on an annual salary of $100,000. The contract may be extended.
